Change in IT Will Be the Only Constant
Changing and emerging technology offer huge opportunities and potential problems for organizations.
In 2006, IT spending increased by 5.4% from 2005, however, spending is not keeping pace with the strategic goals of the organizations (CIO Insight February 2006, page 69). As project lists (and their related budgets) increase, organizations are expecting to see more return on their IT spend. Companies are searching for ways to increase the all important ROI for information technology while seeking to improve efficiencies and effectiveness of the current systems.
IT expenditures are shifting away from hardware and infrastructure costs, moving towards additional spend for staffing and services. Incremental spending above and beyond the set budget is increasing due to set projects running over budget as new technologies emerge. Discretionary budgets are counting for approximately 31% of total budget spend (CIO Insight 02,2002, Page 74) representing aincrease in discretionary spending.
The role of the CIO is also a changing role. Increasingly the function is becoming less technical and more strategically focused. The CIO needs to play a proactive rather than reactive role within the organization.
